Vehicle not returned after being borrowed

As discussed during the dispatch call, officers were dispatched to a location near East Church Street in Xenia for a possible vehicle theft. A caller reported allowing a relative to borrow a car about three weeks earlier and said it had not been returned. Radio traffic also mentioned that the caller may have dementia and has reportedly called multiple times.
