Male lying in roadway breathing at Washington and Park

As discussed during the dispatch call, a welfare check was reported for a male on the roadway near Park Street and Washington Street. The male was described as white, in his 50s to 60s, wearing dark clothing and breathing. The reporting party was no longer on scene at the time of the report.
