Child alone on dock with dog at Winthrop beach

As discussed during the dispatch call, officers were dispatched to perform a welfare check on a possible middle-school-age child who appeared to be alone with a dog on a dock at a beach in Winthrop. The child reportedly seemed to be having trouble getting the dog off the dock.
