Woman yelling and falling in roadway near UDF

As discussed during the dispatch call, officers responded near a business on East Main Street in Wilmington for a report of a possibly intoxicated or distressed woman with pink or red hair who was yelling, throwing herself on the ground, and nearly entering the roadway before walking toward a nearby restaurant.
