Dog left tied up without food or water for days

As discussed during the dispatch call, deputies received a report of a possible neglected dog at a residence near Chillicothe Pike. A neighbor stated the animal appeared malnourished and had been left tied up without food or water for several days. The owner was said to visit the location infrequently.
