Juvenile medical emergency (possible seizure) reported in Waterford apartment

As discussed during the dispatch call, emergency crews responded to a juvenile male at an upstairs/half apartment above a hair salon near High St in Waterford (between W 2nd St and E 2nd St). The call was initially reported as choking and later updated to a suspected seizure.
