Person with emotional disturbance irate over neighbors

As discussed during the dispatch call, an emotionally disturbed person complaint was reported near Blair Loop close to Adam Gardner Road and Cold Spring. The caller was irate and made incoherent claims about neighbors selling goods. The individual was belligerent toward law enforcement.
