Person with COPD flare-up has abnormal breathing and foam

As discussed during the dispatch call, emergency responders were dispatched to a possible breathing emergency near Mount Zion Road in Waco involving a conscious woman with abnormal breathing and foam coming from her mouth, possibly related to a previous COPD flare-up. Fire and EMS units arrived on scene and requested updated patient assessments.
