Man yelling in street near Upper Main Street

As discussed during the dispatch call, officers were sent to the area of Upper Main Street near Mechanic and Spring streets in the village of Philmont for a report of a man riding in the area and yelling. The reporting caller had already left but was available for an interview if needed.
