Person stumbling with flashlight at rest area

We had a caller advising there was a male in a vehicle that was shining a flashlight in his face and he was kind of stumbling around the area.

The description was a white male with a tall (description withheld) and jeans and a white minivan.

We don't have any cars available, guys.

Ten four, was that northbound or southbound?

This will be the westbound, left there on the other way.
