by West Avenue, (name withheld). RP advised that the neighbor at 309 was taunting the dogs. It's a black lab and a white smaller dog. He was hitting him, then went back into his house, and then came back out. RP advice it looked like he may have had a taser with him. He doesn't think that he tased the dogs but isn't sure. The public doing it's a Hispanic male approximately 34 years. sage, medium veil, wearing pants and a short fleet shirt on in colors. Just one of the dogs checked on.
