Man found unresponsive on sidewalk at Water Street

As discussed during the dispatch call, emergency crews responded near Water Street in Torrington for a report of a man in his 50s collapsed on the sidewalk, possibly not breathing. Police were requested after reports that the person was uncooperative and possibly violent, and the police response was later canceled.
