Man yelling at pedestrians outside library

As discussed during the dispatch call, officers were sent to the area near the public library on Park Avenue for a report of a disorderly man yelling at people walking by. He was described as a white male in his late 50s to 60s, medium build and average height, wearing a yellow shirt, blue jeans, and carrying a white bag.
