Man stumbling in backyard with towel over head

As discussed during the dispatch call, a suspicious male was seen stumbling in a backyard near Silver Summit, possibly due to a medical or psychiatric issue. Emergency medical services and law enforcement responded to the area. The individual was last seen near a large parcel of land behind the yard and may have moved to a neighbor's property.
