Traffic obstruction at Castle and Stewart avenues

As discussed during the dispatch call, officers were dispatched to a reported traffic hazard involving a partial obstruction at the intersection of Castle Avenue and Stewart Avenue in Staten Island. Additional units were requested to respond directly to the area.
