Downed power lines close both directions of highway

As discussed during the dispatch call, radio traffic reports that power lines are down across the highway near Seaside, blocking both directions. Units are coordinating to cover both ends of the closure, including near Gearhart, until the power company determines it is safe to clear the lines.
