Disabled coal truck blocking lane on Bolt Road

As discussed during the dispatch call, a large coal truck became disabled in the right lane of Bolt Road near the (number withheld) block in Bolt, possibly obstructing traffic. The report was made by a passerby who did not speak with the driver.
