Man agitated carrying flag and swinging bag on street

As discussed during the dispatch call, a man appeared agitated and possibly having a mental episode near Scott and Greenwich streets, carrying an American flag and swinging a bag on the sidewalk and street. He is known in the area and not reported as violent. No injuries were reported.
