Unresponsive person reported not breathing and cold to the touch near North Fifth Street

As discussed during the dispatch call, emergency crews were dispatched near North Fifth Street in Rockport for a report of an unresponsive person who was not breathing and described as cold to the touch. A female caller reportedly declined to perform CPR. Fire, EMS, and law enforcement units were dispatched.
