Neighbor yelling and causing disturbance outside home

RP saying her neighbor was waiting outside in the dark for her when she returned home, started yelling at her saying they were not scared of her and that she needed to stop tripping their motion detection alarm.

Just acting abnormal.

They would like contact with an officer about what they can do.
