Driver followed and harassed car on I-80

As discussed during the dispatch call, dispatch reports possible highway harassment on eastbound I-80 near Pinole, where a black Mercedes sedan appears to be closely following and yelling at the driver of a blue Toyota Camry while both vehicles travel at low speed in the same lane.
