Man reported waving rifle at passing motorists on Phillipsville Road

As discussed during the dispatch call, units were advised of a report of an adult male last seen walking with a rifle (unknown if real or airsoft) and waving it at passing motorists on Phillipsville Road. Caller also reported the same person previously brandished a knife last week; RP later lost visual and last saw him yelling as he turned toward his residence on Phillipsville Road.
