Neighbor yelling at resident near Phillipsville home

As discussed during the dispatch call, deputies were called to a possible disturbance near Highway 254 in Phillipsville, reportedly between a resident and a neighbor. The neighbor was seen yelling and then running toward the river bar before deputies arrived.
