Woman reports being followed near High and Church

As discussed during the dispatch call, dispatchers received a call from a woman walking near High Street, Church Street, and North Walnut Street who reported that someone was following her and acting strangely. She appeared to be talking rapidly and not making sense, and may be under the influence of alcohol or another substance. Deputies were sent to meet her near a nearby thrift store between the courthouse and a local business.
