Disabled pickup left on highway shoulder

As discussed during the dispatch call, dispatch reports a disabled black pickup truck left on the right shoulder of eastbound Highway 20 near Penn Valley Drive. The owner is apparently waiting for a repair shop to open and has requested that the vehicle not be towed.
