Neighbor dispute over noise and water use

It's going to be at (number withheld) Columbus Avenue.

Caller advised that the neighbor in a black and white has been using the call to start and hose, turning on when they get running.

Said that they haven't spoken to the neighbor.

I talked to them while looking out the window at the time of call.
