Dog abandoned on roadway near Lowe’s parking area

As discussed during the dispatch call, a caller near a store parking area off Second Street and Black Boulevard reported that a woman may have abandoned a dog in the road. The caller is waiting in a black Dodge Ram with the animal and reportedly has the vehicle’s license plate number.
