Vehicle with obstructed plate at auto body shop

As discussed during the dispatch call, officers responded to a report of a vehicle in front of Osceola Auto Body. The vehicle appeared to have an obstructed license plate, described as a Wisconsin plate possibly beginning with the letters ULA.
