Pedestrian creating traffic hazard at intersection

Officers are sent to the intersection of 30th Street and Reynolds Street for a man in his twenties or thirties wearing a brown coat and orange pants. He is repeatedly walking into the street in front of moving cars and creating a traffic hazard. The caller reports that he does not appear to be drinking or using drugs.
