Report of man quickly drinking beverage outside mini mart; gone on arrival

As discussed during the dispatch call, a caller reported a man in an orange reflective shirt who bought a drink and consumed it outside, possibly getting into a phone company van. Officers checked the area but did not locate the person or the van.
