Small child walking in diaper on Oliver St

As discussed during the dispatch call, a caller reported seeing a very small child walking in a diaper near Oliver Street in North Tonawanda. A similar incident was reportedly seen last month near the apartment building at the corner of Oliver Street and Eighth Avenue.
