Caller was a (name withheld).

He lives at that (number withheld).

He was outside working and noticed that a male, possibly mid to late 30s, early.

. . He was riding a bicycle, was wearing a solid blue jumpsuit from head to toe, had a piece of wood sticking out of his backpack, and had a cigar/cigarette in his mouth.

Male continued northbound from that residence, and then my caller thought he was possibly looking like he was headed towards the fairgrounds.
