Driver with flashers on fails to stop near Monticello

As discussed during the dispatch call, radio traffic describes officers monitoring a black vehicle whose hazard lights came on, moved onto the shoulder, and then returned to the highway. Units report the vehicle crossing a river area and exiting near Highway 38 toward Monticello. A trooper is apparently attempting to stop the vehicle near Highway 38 and Main Street, and additional units are being updated on its direction of travel.
