Vehicles reported doing donuts in parking lot

As discussed during the dispatch call, radio traffic reports a caller at a nearby conservation club who believed vehicles were doing donuts in the Fairbanks parking lot. The caller did not actually see the activity, and it is unclear if it is related to any other incident.
