Welfare check requested at home with lights on

As discussed during the dispatch call, a welfare check was requested at a residence north of South English in Marshall where lights were on but no one was seen. A car seat and stroller were noted on the porch, and it is unclear if the occupant still lives there. There was also a complaint about overgrown grass at this location.
