Man harassing residents near community church

RP (name withheld) is reporting that there's an unknown male loitering behind the community church and is repeatedly approaching him, bothering his dogs and people in the village.

RP confronted him, he became verbally aggressive.

He's described as an HMA or IMA, average height, muscular.

He was calling back.

Shortly after advising that he was walking around the mall.
