797[1] call that just came in at Walnut and PCH. Seen about five ago across from the PCC parking structure. So I suppose appear to be homeless, no white, 40s, wearing un-uncolored long-sleeved shirt and shorts. He was flinging a dog around by its collar and also seen kicking the dog extremely hard. Call number 1219[2], came A651, 1649.
