Vehicle hit-and-run injures two on scooter, minor injuries

As discussed during the dispatch call, radio traffic reports a vehicle struck two people riding a scooter (one reported as 18 and one as 15). They had minor scrapes/cuts and refused medical transport. The driver was described as an older white female with short hair who left about 20 minutes before the call.
