Man lifting small dog by collar on Sheridan Street

As discussed during the dispatch call, officers were sent to Sheridan Street near Oakwood Boulevard in Hollywood, Florida, after a caller reported a man in dark clothing walking a small dog and allegedly lifting it by the collar. They were also asked to look for any possible safety hazards in the area.
