Repeated hangups after prank 911 call involving children

Kind of like a whole bunch of kids giggling in the background,

laughing and saying, "I can't believe you actually called." It's gonna be at (number withheld) Madison (number withheld).

I've tried to call back several times.

Every time they pick up, laughing and then hang up on me.
