Driver reported holding child on lap in moving vehicle

As discussed during the dispatch call, riverton and Herriman officers were asked to locate a negligent driver reported in the area of Morning Cloak Way near 13400 S (around 5200 W), traveling eastbound. The driver was reportedly holding a young child on their lap, with another small child unrestrained in the back seat.
