Large vehicle convoy slowing traffic on K-10

As discussed during the dispatch call, radio traffic reports a large group of vehicles traveling together on a highway between Eudora and Lawrence. The convoy is reportedly slowing and at times stopping traffic, setting off fireworks, and throwing powder in the air while waving flags, causing apparent traffic issues.
