As discussed during the dispatch call, officers were dispatched to the area of West Grand Avenue and Harlem Avenue in Elmwood Park for a report of a man driving a gray or brown minivan recklessly. The caller indicated the driver appeared to reach toward a possible weapon before leaving southbound with a partially reported license plate.
