Person bangs on door and cuts power at home

As discussed during the dispatch call, officers responded to a report of a suspicious person near South Liberty Street after someone reportedly banged on a front door and shut off power at an outside breaker box. The knocking apparently stopped, and it was unclear if the person remained in the area.
