Driver reported for unsafe driving in fog

As discussed during the dispatch call, dispatch received a driving complaint about a maroon Nissan Rogue traveling westbound on Highway 14 toward Eagle Lake. The caller reported that the vehicle was crossing the center line in fog, using a turn signal without reason, and moving below the speed limit. The vehicle was reportedly registered to someone from the Mankato area near Wilson Lake.
