Civil complaint reported in Dover parking lot

As discussed during the dispatch call, officers were sent to a reported civil complaint near North Nellie Hill Road in the town of Dover. The caller later went to the Super Food Town parking lot and agreed to meet with an officer there while waiting in a black vehicle.
