Reckless four-wheeler driving without helmets reported

As discussed during the dispatch call, dispatch received a report of a young male operating a four wheeler at high speed on nearby streets, with a young girl riding as a passenger. Neither appears to be wearing a helmet, and the activity may be originating from the 200 block area of East Cleveland Street.
