Grass fire on westbound Highway 4 near Glenwood

As discussed during the dispatch call, radio traffic reports a possible grass fire on the right shoulder of westbound State Route 4 near the Glenwood on-ramp in the Concord area. Smoke was seen along the fence line, and fire and police units are responding. The fire may be associated with a nearby homeless encampment.
