Vehicle blocking lane and directing traffic

As discussed during the dispatch call, units are dispatched to a reported traffic hazard near the 900 block of Hopewell Road, where a box truck, pickup, or SUV is reportedly stopped in the travel lane and waving other drivers around. It does not appear to involve a collision.
