Stated four unhoused people were passing around a pipe and setting in a tent. There was a white male wearing blue short sleeves, shorts with a beard and hair in a bun wearing glasses in a bandana, Hispanic male, 25 wearing a black hat shirt around his neck with black shorts, a white female, age 25, red shirt, black long pants, and two buns in her hair.
